From my experience there’s not, ungrouping seems to be valid only for the current windows it has been set in. Whenever I simply start a new Windows Explorer-window and open the downloads folder, grouping is back in place.

The same is with standard Windows dialogs like “Save as” in other applications. After logging out and in again, after restarting etc. This problem ONLY happens with the downloads folder, no other is affected. Because according to my research and tests it does NOT and the changes I make are only per window and temporary. In my opinion it’s not and that’s why it doesn’t work permanently for anyone. Else there would be some problem with people for whom it’s not working, like me. I tried once more and this time made sure that really no other apps or else are running. Then I opened the Windows Explorer, moved to “Downloads”, disabled grouping in the context menu, made the tab with the settings of the second screenshot visible, checked disabled grouping there as well and stored the current settings for all folders of the current type like can be seen in the third screenshot.

In contrast to what I did before, and I’m somewhat sure I did the same steps always, the current settings survived even a restart. I’m pretty sure to not have closed all apps and windows in former attempts to change these settings, so this might have made a difference.

I did some additional research using Process Monitor and found what I think are the default settings for that folder in the registry:. As being defaults, those settings can’t be changed there and are only writable by “TrustedInstaller”, which makes sense as those kind of settings has been stored per user in the past already.
